Overview

Fulton Bank is undergoing a transformation to elevate its data capabilities in support of its mission to 'change lives for the better'. The Chief Data & Analytics Officer (CDO) will lead this transformation by developing and executing a bank-wide data strategy that enhances decision-making and drives innovation, while ensuring data quality, security and regulatory compliance. This executive role combines strategic vision with technical leadership, overseeing data architecture, engineering, governance, analytics and operations. The CDO will collaborate across business units and with senior leadership to embed data as a core asset and build a culture of data-driven excellence.

Location: Flexible location within the Fulton footprint (PA, VA, MD, DE, NJ). Requires frequent/reoccuring travel to Headquarters in Lancaster, PA (~2-3 days/week, several weeks a month). 

Responsibilities

  • Data Strategy: Develop and execute a comprehensive data strategy aligned with the Bank's mission and business objectives.
  • Data Architecture & Engineering: Design and govern scalable data architecture, including data lakes, warehouses, API’s and integration models. Ensure consistency, integrity and efficiency in the design of data structures and movement practices. Establish scalable model to meet development demand while ensuring consistency with standards and managing costs.
  • Data Governance: Define policies and practices for data management (e.g., data domains, steward models, definition of key data elements, mapping/lineage, etc.). Establish and oversee data governance frameworks to ensure data quality (i.e., accuracy, consistency, completeness, and timeliness), security, and compliance.
  • Data Quality & Risk Management: Enhance data assurance processes (i.e., validation, controls, protection, and monitoring) to ensure data integrity and regulatory compliance. Proactively identify and drive remediation of data issues, and assess and mitigate data-related risks, including third party and privacy risks.
  • Data Operations & Control: Ensure data is collected, stored, shared, protected, and transmitted consistent with corporate standards.
  • Data Analytics & Innovation: Promote innovation through leverage of advanced analytics, tools, and technologies to drive insights that inform strategic decisions, improve products and services, enhance customer experiences, and mitigate risks.
  • Technology Alignment: Collaborate with IT teams (CIO, CTO, CISO) to implement data tools and platforms, and to optimize data storage, delivery and access (e.g., Data Center/Cloud migration), while ensuring scalability, security, access, and efficiency.
  • Stakeholder Collaboration & Enablement: Engage with executive leadership and business units (e.g., Marketing, Finance, Credit, Risk, and LOB strategy & analysis leaders) to align data initiatives/investments with organizational objectives/outcomes and drive problem solving and solutioning for priority needs. Engage with the Board, Auditors, and Regulators/Examiners, as required.
  • Change Management: Initiate and lead efforts to transform the Bank's data capabilities and uplift governance and controls to successfully manage through change.
  • Team Leadership & Culture: Build and lead a high-performing data team, fostering a culture of continuous learning, collaboration and data literacy across the organization and promoting data management and analytics as core competencies.

Other Responsibilities:

  • Manage data operations functionality, including enterprise visualization, data infrastructure controls & operations and data engineering.
  • Understand, describe, rationalize, protect, organize, manage and provide access to all current Fulton Financial Corporation data.
  • Develop and continuously enhance a strategy and architectural objective for collecting, storing, accessing and controlling data.
  • Develop and maintain data standards, guidelines, and procedures to support the strategy, architecture and compliance requirements.
  • In conjunction with IT Service Delivery and the Salesforce platform team, migrate existing data structures, systems, procedures, and processes to an overall design that supports the new data management objectives.
  • Support both the everyday needs of data processing, inquiry and reporting and the more sophisticated and creative use of data to provide important business insights and useful general management information.
  • Work with the business to understand their information needs and to align the capabilities of data management to support.
  • Maintain current knowledge of new technologies and new data demands of the business. Leverage both forms of knowledge to protect the interests of the business, provide operational metrics, efficiently address compliance requirements and satisfy customer needs.
  • Support the investigation of data issues, data repair, data protection, designs for new systems, and research into new uses of data.
  • Responsible for the creation and leadership of business oriented, yet highly technical, team of experts in data management, business intelligence and analytics. This team is responsible for the transformation of the overall data ecosystem to a condition of reliable values, processing integrity and analytical accessibility.

 

Qualifications

Required Education

Bachelor's Degree or the equivalent experience. Specialty: Data Management, Data Science, Computer Science, Information Systems, or related. 

Master's Degree or the equivalent experience. Specialty: Data Management, Data Science, Computer Science, Information Systems, or related. 

Required Experience

10 or more years data strategy, architecture, governance, engineering, operations, quality & risk management. 

5 or more years data analytics, visualization, AI/ML. 

5 or more years technical and strategic leadership and resource management. 

5 or more years banking or financial Services. 

Required Knowledge, Skills, and Abilities

  • Proven ability to engage with senior audiences (C-Suite/Board) and lead strategic planning and execution. 
  • Demonstrated experience and competency across the breadth data strategy, analytics, governance, technology, risk, and solutioning. 
  • Expertise in data governance frameworks, big data technologies, and analytics tools (e.g., SQL, Python, Tableau). 
  • Strong understanding of banking regulations and compliance requirements. 
  • Exceptional leadership, communication, and strategic thinking skills.

This includes but is not limited to, understanding and identifying compliance risks impacting their department(s), ensuring compliance with applicable laws or regulations, and escalating compliance risks to the appropriate level of management.

To provide greater transparency to candidates, we share base salary ranges on all job postings regardless of state. We set standard salary ranges for our roles based on the position, function, and responsibilities, as benchmarked against similarly sized companies in our industry. Specific compensation offered will be determined based on a combination of factors including the candidate’s knowledge, skills, depth of work experience, and relevant licenses/credentials. The salary range may vary based on geographic location.

 

The salary range for this position is $243,700.00 - $406,200.00 annually.



Additional Compensation Components

 

This job is eligible to receive equity in the form of restricted stock units. This job is eligible to participate in a short-term incentive compensation plan subject to individual and company performance.
